This position is located in the Facilities Management Office (FMO) at Camp Ripley. This position exists to contract for professional-technical services, construction, maintenance and repair, and to purchase services, equipment and supplies of a complex nature for the Department of Military Affairs according to the Department of Administration's and the agency's policies and procedures. Duties include defining specifications for goods and services; preparing and awarding invitations for bids; negotiating with vendors; resolving shipments and warranty problems, writing contracts and dispatching purchase orders. Consideration must be given to cost, timeliness, quality, and customer satisfaction.
Two years of working experience to include the following:
Working knowledge of Microsoft Word, Excel, and Outlook
Contracting or Purchasing in a governmental or business environment
Writing specifications for goods/services
Preparing and awarding solicitations for bids
Must possess one year minimum experience working with Statewide Integrated Financial Tools (SWIFT) financial database.
Must possess the ability to:

Contribute to the respectful workplace policy
Required to be a Certified State Purchasing Agent holding an ALP with the ability to achieve the $50,000 ALP level within two years of hire.
Must pass a complete background investigation.
Must possess a valid Minnesota driver license.
Required to climb stairs multiple times during normal workday.
Demonstrable experience with pre-award and post-award functions for professional-technical services and construction contracts.
Demonstrable experience in obtaining information, preparing specifications and solicitations for the purchase of various kinds of material, supplies, construction and services, of a complex nature.
Demonstrable experience executing purchasing and contracting functions under state rules incorporating federal conditions.
Experience executing purchasing and contracting under a cooperative agreement.
Training in Fiscal Law
Requires occasional lifting and/or carrying such articles as file folders, ledgers and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
