This positing will be used to fill 1 seasonal position. Position is based out of Minnetonka Public Works, travel will be required throughout Hennepin, Carver, and Scott counties.

Typical season dates are April 2019 - October 2019.*Work days and hours will vary, including evenings, weekends and holidays. Occasional overnight travel may be required*.

Duties include:

  • Inspect watercraft for aquatic invasive species and assist watercraft users with decontamination of watercraft.
  • Inform watercraft operators regarding invasive species laws and the dangers invasive species pose to Minnesota's natural resources and tourism industry. Gain operators cooperation and support. Distribute written materials. Gather and record survey data.
  • Set-up and operate portable watercraft decontamination equipment as needed.
  • Use given authority to allow or deny launch of watercraft.
  • Prepare and submit survey data, inspection results and activity reports.
  • Perform maintenance on decontamination units.

Selected applicants will be trained to identify aquatic invasive species, inspect watercraft, operate portable invasive species decontamination units and thoroughly decontaminate watercraft.

Position will be assigned to a variety of lake locations in the area noted above. Will use state vehicle to move equipment. If a state vehicle is not available, incumbent will use OWN VEHICLE to drive to work site where equipment is located.


Minimum Qualifications:

To be considered, you must meet ALL of the following qualifications:

Knowledge & skill in -

  • Strong human relations and negotiation skills sufficient to interact with watercraft operators in a professional, tactful, yet persuasive manner that can achieve voluntary compliance.
  • Oral communications sufficient to effectively explain the law, requirements and procedures; to listen well and respond appropriately; to answer questions, and to inform operators of the consequences of non-compliance.
  • Written and oral communications sufficient to prepare clear, concise inspection reports and documentation as well as reporting non-compliance or other issues to assigned Conservation Officer.

Ability to -

  • Maintain professional, calm and helpful demeanor in all circumstances, sufficient to represent the Department of Natural Resources positively.
  • Work in concert with Conservation Officers.
  • Physically crawl and/or climb under/around/into watercraft and trailers to visually inspect, to do the same while pulling hoses and operating high pressure, hot water decontamination equipment, and to load/unload/lift/carry high pressure/hot water equipment weigh up to 75 pounds, using proper Personal Protective Equipment and following safety procedures.
  • Understand and effectively communicate the statute requirements and procedures to a variety of watercraft operators sufficient to gain understanding.
  • Correctly identify a variety of invasive species, sufficient to determine compliance/non-compliance and determine corrective action (including enforcement action when necessary).
  • Gather data through observation and asking questions sufficient to prepare and provide accurate reports that could serve as basis for legal or corrective action.
  • Effectively manage assigned workload by working independently with minimal supervision, sufficient to complete work duties as assigned.
  • Use computers proficiently, including word processing, spreadsheets and databases.
Preferred Qualifications:
  • Knowledge of a variety of types of watercraft.
  • 3 or more months experience conducting inspections for compliance with statutes, regulations or licensing requirements.
  • An Associates or a Bachelor's degree in the areas of Law Enforcement, Natural Resource Management, Biology, Ecology or closely related field.
  • Demonstrated experience applying statutory requirements to factual situations with a regulatory entity.
  • Experience performing routine maintenance and repair of small and large equipment and tools.
Physical Requirements

Requires occasionally lifting articles up to 75-pounds maximum and frequently lifting and/or carrying objects such as heavy tools and file boxes. This job may require walking or standing to a significant degree on rough terrain or may involve sitting most of the time with pushing and pulling of arm and/or leg controls.

Additional Requirements

This position requires an unrestricted Class D Driver's License with a clear driving record.
